1. Important information

Once a booking is made, amendments are not allowed. Cancellations are allowed up to 14 days before the arrival date of your quarantine booking, including full refunds.

All cancellations inside 14 days are subject to 100% cancellation charges*

If you confirm your booking within 14 days of arrival it is non-refundable and the dates cannot be amended*. Please therefore do not book your quarantine package until you are sure that the details are correct.

*The following exceptions to the above apply

  • Flight was cancelled or changed by the airline

  • Compassionate grounds, supported by some documentary evidence, such as a positive PCR result preventing travel

  • Exemption from quarantine granted upon arrival into Qatar

  • If you have received both doses of a vaccination and are no longer required to undertake hotel quarantine, you must advise us no less than 48 hours before arrival to avoid cancellation fees

Due to a large number of exceptions to quarantine granted on arrival at HIA we are experiencing an exceptionally high number of requests for refunds.   • Discover Qatar are not involved with the Exceptional Entry Permit process and are unable to assist with any queries about your certificate.

Please also be aware that if you qualify to self-quarantine at home, if your preference is to book a self-funded quarantine package in a hotel, this is permitted.

2. Ministry of Public Health - Qatar travel and return Policy

 

General policy:​

Citizens and Residents can travel abroad at any time, provided they adhere to the travel and return policy.

Unvaccinated citizens and residents wishing to travel abroad to one of the countries not included in the COVID-19 Green List must book a hotel quarantine package from the listed hotels on the "Discover Qatar​" website before traveling.

Those wishing to travel must know the procedures applied in the country they want to visit in terms of quarantine procedures, duration, and the need to provide a COVID-19-free certificate.

COVID-19 PCR-test to travel abroad should be conducted at one of the private healthcare facilities announced by MOPH at a fixed rate of QAR 300/- per test.

Employees must coordinate with their employers about the dates of their travel and return to Qatar. They should consider the quarantine period when planning their trip.

 

 

Testing Policy:​

All travelers to Qatar regardless of age, including those previously vaccinated or infected, must do a pre-travel COVID-19 PCR test within (72) hours of arrival to Qatar at the country of origin in a medical center that their local Ministry of Health approved to perform COVID-19 PCR tests. The PCR test result should be negative before they are allowed to board the airplane to Qatar or enter the state through the land border.

Certain categories will be subject to testing at the ports (airport, land port, or seaport) such as:​

Individuals traveling for less than 72 hours, such as government employees on official missions, country official visitors (VVIP), and diplomats can be tested upon arrival at the airport.

Travelers who lost the PCR-test Certificate during travel can be tested at Hamad International Airport (HIA) or Abu Samra land port upon arrival on a standard fee of QAR 300/- per test.

All passengers transiting through Qatar must have the mandatory pre-travel PCR test certificate valid for (72) hours of arrival to Qatar, and in case they require another PCR test for their onward destination, they can have it at Hamad International Airport on a standard fee of QAR 300/- per test.

Individuals returning from countries or cities that don’t have medical centers that could perform COVID-19 PCR Tests or provide a COVID-19 PCR-Test Certificate, including travelers returning from Omrah.

Travelers with symptoms will be tested as necessary as judged by the medical team at the ports.

To ensure the health and safety of the community, the medical team will conduct random testing (sampling) for some returning travelers, particularly those coming from countries not listed in the COVID-19 Green List.

Travelers returning to Qatar or traveling through Hamad International Airport to their onward destination should have a negative PCR Test Certificate to be allowed to board the aircraft to Qatar or enter the State through any ports of entry.

The Ministry of Public Health announced that any medical center approved by the local health authority in the country of departure is acceptable, provided that the COVID-19 test is through RT-PCR and the center can provide a certificate.

Individuals who undergo home quarantine, must have a negative PCR test result performed on day 6 in order to be released from quarantine. Individuals who undergo hotel quarantine, must have a negative PCR test result performed prior to release from hotel quarantine.​

 

 

Quarantine Policy:

First: General Policy:​

  • Citizens and residents (Including those with prior entry visas) can return to the State of Qatar at any time, provided they adhere to the travel and return policy and protocols announced.
  • Citizens, residents, and visitors shall bear the cost of the hotel quarantine for (7) days, if the hotel quarantine criteria apply, provided that the booking made through "Discover Qatar​" before their travel abroad.
  • If the hotel quarantine criteria apply, the government will cover the costs of the hotel quarantine packages for patients receiving their treatment abroad at the expense of the State, along with their official escorts. The employer is responsible to cover the quarantine expenses for their employees who are on official missions.
  • With home quarantine, the accommodation conditions should be suitable, provided it has a separate room with its ensuite bathroom. If the accommodation is not appropriate, one of the hotel quarantine packages must be booked for (7) days through the "Discover Qatar​" website before traveling to Qatar.
  • Visitors, who don’t meet the Quarantine exemption criteria whether traveling from green listed countries or non-green listed countries, are hotel quarantined at their own expenses for (7) days. They should book a quarantine package from the listed hotels on the "Discover Qatar​" website before their travel to Qatar.
  • The Ministry of Public Health issued its approval for the following vaccinations:
    • Pfizer BioNTech
    • Moderna
    • Astrazeneca
    • Covishield (Astrazeneca)
    • Janssen/Johnson & Johnson
    • Sinopharm
  • ​​​Travelers must present an official vaccination certificate or card that includes the following information:​​
    • Name of the recipient as mentioned in their official documents;
    • Date of Birth
    • Date of dose receipt depending on the type of vaccine;
    • Type of vaccine;
    • Vaccine Lot number (preferable); and
    • ​Official logo and stamp of the vaccination authority.
  • ​​It is the responsibility of individuals to ensure that they are updated with any changes in the Entry and Return policy of the State of Qatar through the official sources and the sites mentioned above before planning their trip.​

 

Second: Citizens and Residents:

Fully vaccinated individuals:​

  • Citizens and residents (Including those with prior entry visas) who have completed the vaccination doses are exempt from quarantine upon return from travel if at least (14) days have passed after receiving the second dose of a two-dose series vaccine or from the single dose in case of single-dose regime vaccine, provided that the vaccines are recognized by the Ministry of Public Health in Qatar and a negative PCR test result before returning to Qatar.
  • Citizens and residents may travel at any time after receiving the second dose. However, if they travel before the completion of the (14) days of the second dose and return before this period is completed then they will be subjected to home quarantine for a period of (7) days or until they finish the (14) days from the second dose, whichever is shorter.
  • The validity of the vaccine to grant quarantine exemption is nine months, starting (14) days after the second dose. This immunity period could be extended based on new and emerging data.
  • Non-vaccinated children below 18 years of age returning to Qatar from countries not included in the Green List with fully vaccinated parents are home quarantined for (7) days and be subjected to a PCR test on day 6.
  • These rules apply to citizens and residents vaccinated in other countries using the vaccines recognized by the Ministry of Public Health in Qatar. In this case, an official vaccination card or certificate from the country where the vaccine was obtained should be presented to the medical team at the ports of entry upon arrival.

Recovered individuals:

  • Citizens and residents recovered from a previous infection within the last (9) months are exempted from quarantine upon return from their travel abroad, if they were asymptomatic and their PCR test result was negative.
  • This rule applies to individuals infected in Qatar only.

Unvaccinated individuals with no previous COVID-19 infection:

  • ​​​​Citizens and residents traveling from Green Listed countries are home quarantined for (7) days and should sign a Home Quarantine Undertaking.
  • Citizens and residents traveling from countries not included in the Green List should be hotel quarantined for (7) days, and a hotel package must be booked from the listed hotels on the "Discover Qatar​"​ website before their travel abroad.

Third: GCC Citizens:

  • GCC citizens, their families, and their household workers are allowed to enter the State of Qatar at any time, provided they follow the travel and return policy.
  • GCC Citizens, their families, and their household workers should have a mandatory pre-travel COVID-19 PCR test result valid for (72) hours before arrival to Qatar from testing centers approved by their local health authority to do COVID-19 PCR tests.
  • It is mandatory for travelers to install and activate Ehteraz app on their mobile phone using locally authorized SIM cards that can be obtained from one of the local providers (Ooredoo or Vodafone).

Fully vaccinated individuals:

  • Fully vaccinated GCC citizens who received any of the COVID-19 vaccines recognized in Qatar with at least (14) days since the last dose and present an official vaccination card or certificate are exempted from quarantine.
  • Non-vaccinated children below 18 years of age traveling to Qatar with their fully vaccinated parents are hotel quarantined for (7) days, provided that the booking made through "Discover Qatar​" before their arrival to Qatar. On the condition that one of the parents can be exempted, while the other quarantined with the children and his/her health status on Ehteraz app will turn YELLOW, which means they are under quarantine. During the quarantine period, the parents cannot exchange their roles.​

Not Fully vaccinated and recovered individuals:

  • GCC citizens and residents who recovered from COVID-19 infection during the last (9) months and have then received a single dose of vaccine are exempted from quarantine once (14) days passed after vaccination , provided they had a negative pre-travel PCR test valid for (72) hours and they required documents stated below.
  • The same exemption apply to those who have been infected after receiving a single dose of vaccine, provided that (14) days has elapsed since the diagnosis.
  • The exemption from quarantine applies to GCC citizens entering Qatar through either Hamad International Airport or the Abu Samra land boarder, and will apply to expatriates residing in GCC countries as soon as they are permitted to travel to Qatar again
  • GCC citizens must present the following documents to be eligible for quarantine exemption:
    • ​An approved vaccination certificate with the date of their single dose;
    • An approved medical certificate showing the date of their COVID-19 infection;
    • Negative PCR test result from swab taken within 72 hours prior to entering Qatar.
  • GCC citizens will be required to do PCR test at Hamad International Airport or Abu Samra upon arrival with additional fees of QR300 payable using a bank card or through an online link which will be sent to the individual’s mobile number immediately after registering in HIA or Abu Samra Clinics.
  • All of the quarantine exemptions mentioned above are not applicable to GCC citizens who are traveling to Qatar from any of the 7 East Asian countries where mandatory hotel quarantine applies.​
  • The changes in the policy are in line with the latest clinical evidence showing that the combination of antibodies because of previous infection and one vaccine dose are on par with fully vaccinated individuals.
  • Unvaccinated individuals or those who doesn’t meet the quarantine exemption criteria:
  • GCC citizens, their families, and their household workers who were unvaccinated or did not meet the quarantine exemption criteria, are hotel quarantined at their own expense for a week, provided that the hotel quarantine package is booked through the “Discover Qatar​​” website before traveling to the State of Qatar, and their health status on Ehteraz app will be YELLOW.

 

 

Population Groups Exempted from Hotel Quarantine:

  • ​The following groups of citizens and residents returning to Qatar from countries not included in the Green List are exempted from hotel quarantine, and will be subject to home quarantine:
    • Unvaccinated children aged below 18, whether returning from travel alone or with their parents, are home quarantined for (7) days, provided that both parents are vaccinated.
    • Vaccinated individuals who received their second dose in Qatar and have not completed the specified period of (14) days from the date of the second dose are home quarantined for (7) days or until they complete the duration of (14) days following the second dose, whichever is shorter.
    • Unvaccinated individuals aged 75 and above are home quarantined with one escort from the same household.
    • Pregnant women returning to the country with their vaccinated husbands, or a vaccinated relative from the same household.
    • Lactating mothers and their infants aged 2 years and below returning to the country with their vaccinated husbands or a vaccinated relative from the same household.
    • Unvaccinated patients treated abroad at the expenses of the State with one escort from the same household. This applies after assessing the patient’s health condition by the relevant department at MOPH.
  • ​​The above-mentioned groups must sign an undertaking showing their compliance with the home quarantine measures. However, for those aged below 18, their parents or guardian shall sign the undertaking affirming their children’s compliance with the home quarantine regulations.

 

EHTERAZ APP. policy:

  • Travelers arriving or returning to the State of Qatar must download and activate the Ehteraz app on their mobiles upon arrival to the Port of Entry (PoE). To achieve that the below must be obtained by the traveler:
    • A Qatari SIM Card from a local telecom operator (Ooredoo and Vodafone).
    • Internet access.
    • A smartphone that supports either Android 6 and up or IOS 13.5 and higher.
    • Download the application on your mobile phone either via Google Play or Apple App Store or from any search engines on the internet.
    • Knowing that, SIM cards and smartphones are available for purchase at Hamad International Airport and Abu Samra port if the traveler does not have them before arrival.
  • Diplomats, administrative cardholders, and VVIP visitors are exempted.
  • Health status on Ehteraz will remain YELLOW for the whole of quarantine duration, and until a negative COVID-19 test result is obtained as per the quarantine policy stated above.
  • Health Status on Ehteraz for the fully vaccinated individuals in Qatar will remain GREEN with a Golden Frame to indicate they are exempted from quarantine if their PCR test result was negative and they completed (14) days after the second dose.
  • The Health Status on Ehteraz for citizens and residents who have been vaccinated abroad will remain GREEN without Golden Frame until their vaccination data are updated in the system.

 

Travelers returning from Umrah:

  • Citizens and residents who came from Umrah and cannot provide a valid PCR test certificate should be allowed to board their flights but they must undergo PCR test upon arrival at Hamad International Airport or Abu Samra port on a standard fee of QAR 300/- per test.
  • All travelers must be vaccinated following KSA rules that only vaccinated individuals could perform Umrah and visit Makkah.
  • Individuals planning to travel for Umrah should refer to the policy and procedures announced by the Ministry of Endowments and Islamic Affairs.

 

Travelers from Bangladesh, India, Nepal, Pakistan, Philippines, Sri Lanka and Vietnam:

  • Exemptions from quarantine policy for vaccinated individuals does not apply.
  • The following measures are implemented for travelers coming from Bangladesh, India, Nepal, Pakistan, Sri Lanka, Philippines and Vietnam whether they are traveling through direct flight or via other countries (transit), which include:
  • All passengers whose original flight is from the said countries are subject to mandatory COVID-19 PCR Test done 48 hours before departure from the testing centers approved by their local health authority. Knowing that no one can board the flight to Qatar without a valid Negative PCR certificate.

  • All arrivals from those countries must undergo (10) days quarantine in a dedicated quarantine hotels, or (14) days if quarantined at Mekhaines facility.

  • Home quarantine criteria is not applicable for travelers coming from these countries, including the exemptions due to vaccination or recovery from a previous infection with the virus during the past nine months.

  • All arrivals from those countries must undergo a repeat COVID-19 PCR test at the quarantine hotels within one day of arrival. Knowing that the PCR test will be repeated on day five and day twelve of quarantine.

  • All passengers transiting through Qatar must have the mandatory pre-travel PCR test as mentioned in point 1, and in case they require another PCR test for their onward destination, they can have it at Hamad International Airport on a standard fee of QAR 300/- per test.​​

3. Exceptional Entry Permit Policy

 

Do I need an Exceptional Entry Permit?

Qatari and GCC nationals

Qatari or GCC National’s do NOT need an Exceptional Entry Permit and are allowed to enter the state of Qatar using their passports according to the country they are travelling from. Their sponsored companions who are holding a Qatari resident permit are also allowed to return to Qatar without the need for an exceptional entry permit, as long as they are travelling with their sponsors in the same travelling party.

QID holders or Personal Visit Visa holders

If you are a QID holder or Personal Visit Visa holder you will need an Exceptional Entry Permit to enter Qatar. Pre-approved QID resident permit holders are required to obtain ‘Exceptional Entry Permit’ approval via the Qatar Portal. QID residents who are currently in the State of Qatar and wish to travel and return will automatically receive an ‘Exceptional Entry Permit’ upon departure.

 

Recommended Steps for QID holders and Personal Visit Visa holders who need to apply for an exceptional entry permit

  1. Visit Qatar Portal to request approval for your Exceptional Entry Permit
  2. Once approved, check the “Type of Quarantine” stated on your certificate. If this states “Hotel” then you must book a quarantine package hotel from Discover Qatar
  3. Check availability for your confirmed flight.
  4. Book your quarantine package hotel.
  5. Book your flight. 
  6. Ensure you have copies of your negative PCR test, Exceptional Entry Permit and your Discover Qatar Quarantine Hotel Voucher, as well as your flight documents when you check-in for your flight. If you cannot produce these documents, you may not be able to board your flight. Dates for your arrival and your hotel check-in must match.

 

 

4. FAQs related to your Discover Qatar booking

 

Can I self-quarantine at home?

If you meet the criteria listed under the exceptions lists, then you will be able to self isolate at home for a period of 7 days. After the 7 day home self isolation has elapsed, the traveler must go to one of the dedicated health centres to get another Coronavirus test. If the result is positive, the traveler will be transferred to isolation, and if it is negative, the quarantine period ends.

 

What if I am unable to self-isolate at home?

If for any reason you are unable to self-isolate at home, then you should purchase a self-funded hotel quarantine package. For 7 night self-funded quarantine, use the search calendar at the top of this page to book.

 

What if my Qatar ID has expired?

If your QID has expired while you have been outside of Qatar you may be permitted to re-enter Qatar to renew your QID, after you have been approved to travel and have successfully completed your mandated quarantine period.

 

Can I fly with an airline other than Qatar Airways?

Yes, and the same entry conditions will be present for Qatari Nationals and QID holders.

 

If I have already had a positive test for Covid-19, can I travel?

No, once you have recovered and tested negative you can travel, by adhering to the entry and quarantine requirements already outlined.

 

Can I take a pet into a quarantine hotel?

No, pets cannot be accommodated in quarantine hotels. If you are planning to travel with pets, you will need to make appropriate arrangements for their safe return to Qatar.

 

Where can I make my hotel booking?

All passengers arriving on flights originating from or transiting via Bangladesh, India, Nepal, Pakistan, Philippines, Sri Lanka and Vietnam will be required to stay at one of a specified group of hotels. You will need to read the FAQs, search for availability and make your booking on the arrivals from high risk countries page.

Can I cancel or amend the booking?

Once a booking is confirmed, no amendments to quarantine hotel packages can be made. Cancellations will be refunded in full up to 14 days before arrival. All cancellations within 14 days are subject to 100% cancellation charges with the following exceptions

  • Flight was cancelled or changed by the airline
  • Compassionate grounds, supported by some documentary evidence, such as a positive PCR result preventing travel
  • Exemption from quarantine granted upon arrival into Qatar
  • If you have received both doses of a vaccination within Qatar and are no longer required to undertake hotel quarantine, you must advise us no less than 48 hours before arrival

 

Can I choose the Hotel?

Yes, you will be able to choose between different star rated hotels available, depending upon your preferred hotel category and budget.

 

How much will it cost?

Can I book direct with a hotel?

No, you will need to make your booking directly with Qatar Airways Holidays in partnership with Discover Qatar for a stay at an approved quarantine hotel.

 

5. Your safety and comfort are the highest priority – upon arrival and at your hotel

 

What will happen on arrival into Qatar?

Those flying into Qatar via HIA airport

Upon arrival at HIA, if you are required to enter self funded quarantine, you will be directed to a transfer to take you to your hotel. Otherwise you must make your way directly home, without stopping on the way, and self isolate at home.

Those driving into Qatar via Abu Samra land border

After completing border control formalities all travelers will be asked to drive directly to their chosen hotel, without stopping where you will be met by hotel security who will guide them to their dedicated parking area. They will then check in and begin their 7 day hotel quarantine.

All members of the travelling party will be required to sign a declaration, stating that you will drive directly to your pre-booked quarantine hotel. There will be a dedicated time period allowed before arrival is expected at your hotel.

 

What happens at the end of the 7-day self-funded quarantine period?

After completion of the 7 day self-funded quarantine, the traveller must go to one of the dedicated health centres to get another Coronavirus test. If the result is positive, the traveller will be transferred to isolation, and if it is negative, the quarantine period ends at the end of that week and the traveller’s status on the Ehteraz application will change to green.

 

If I am flying into Doha, how will I go from the Airport to the hotel?

A compulsory one way transfer will be provided.

 

If I am driving into Doha via the Abu Samra land border, will there be valet parking when I arrive at my hotel?

No, all travellers will need to drive and park their car in the dedicated parking area.

 

Is there any limit to how much luggage I can bring in the transfer which is provided?

Land arrivals

No, there is no limit to the luggage you can bring to the hotel upon check-in.

Flight arrivals

Luggage space is limited to one piece of checked in luggage and one piece of hand luggage per passenger. Additional charges will apply if you have excess luggage that cannot be accommodated into the transfer vehicle provided.

 

Can I pre-book additional luggage allowance on my transfer?

Yes. Pre-booking is strongly recommended to avoid delays at the airport.

You will be able to book this on our website, or you can email one of the Discover Qatar team at dqwelcomehome@qatarairways.com.qa to add and pay for your additional luggage allowance.

Passengers arriving into Hamad International Airport without pre-booking the additional luggage allowance will need to pay the fees prior to boarding the transfer.

 

What steps are in place to ensure safety in the hotels?

Your hotel will be compliant with the Qatar Clean program. Qatar Clean is a collaborative effort by the National Tourism Council, Ministry of Public Health, and the hospitality and tourism sectors.

What precautions are in place for hotel staff?

Hotel staff will also be under quarantine and will follow MOPH guidelines.

 

Have hotel staff been tested / are they routinely tested for Covid-19?

Yes.

 

What will happen if there is an outbreak in a hotel?

You will be required to follow instructions of Ministry of Health staff in the hotel.

 

What medical services are available?

Will testing for Covid-19 be available at any stage?

Yes.

 

What happens if somebody in my travelling party tests positive for Covid-19 at any time of quarantine?

You will be directed to follow the instructions provided by MOPH staff at the hotel. This may mean that you are required to extend your period of quarantine. Should this happen, you will be charged for any additional nights you are required to stay in the hotel.

 

How many meals will be served?

All hotel reservations will be on full board basis. This will consist of breakfast, lunch and evening meal as a minimum.

 

Will food be delivered to my room?

Yes, food will be left at the door of the room.

 

Can I share the room?

Only with direct relatives. A maximum of 2 adults and 1 child 6 years or under may share a room.

 

Can I book a family room or interconnecting rooms?

Once you have confirmed your booking online, email us your booking reference and we will do all that we can to secure a family room for you. Please be aware, that under no circumstances can this be guaranteed.

Similarly, if you wish to request interconnecting rooms, please call or email us to make your booking. We will not be able to guarantee the request, but will do everything that we can to make the arrangements.

 

Will I have access to laundry facilities?

Yes, but this might be at additional cost. This will be advised at the time of booking.

 

How often will bed linen be changed?

Once a week as minimum.

 

Will I be able to use extended room services?

Yes - this might be available, depending upon your chosen hotel, at an additional cost.

 

Can I use outdoor facilities at the hotel (e.g. Pool)?

No, leaving the room is prohibited.

 

What facilities are there for children?

There are no specific facilities for children; leaving the room is not allowed for any reason.

 

Will I have access to cooking facilities?

No.

 

Will I have access to hotel facilities like gym, pool, restaurant, bar etc?

No, leaving the room is prohibited.

 

Will there be an accessible prayer room?

No, leaving the room is prohibited.

 

Can personal items or food be delivered to the hotel?

Yes. Items can be delivered to the hotel, but no items are allowed to leave the hotel until the quarantine period is completed. If food is being delivered, this must be safely packaged in disposable containers. Any cutlery or similar items should also be disposable.

 

Is there provision for outdoor exercise?

No.

 

Will I be able to have contact with family members or friends who are based in Qatar, at any time during quarantine?

No. Physical contact is not allowed.

 

Will I be able to have contact with family members or friends at any time during quarantine (where they are also in quarantine)?

No, unless you are sharing a room.

 

If anyone on my travelling party has special needs, how do we communicate this?
